Sunland-Tujunga Neighborhood Council

Regular Meeting of 06/13/2001

The meeting was called to order at 7:07 p.m. by Jane Fanganiello. There were about 50 people in attendance. Michael Gutierrez led the Pledge of Allegiance.

Minutes

The minutes of the May 9 meeting were approved as corrected.

Treasurerâs Report

The balance as of June 13, 2001 is $1,084.97. A bill of $50 was paid for the park permit for Jazz in the Park.

Communication

Brenda McAlpine reported that she sent a thank-you letter to Goodwill Industries in support of their store at 6545 Foothill Blvd. in Tujunga, per the councilâs vote at the last meeting.

Unfinished Business

Bylaws:John Waters handed out copies of the bylaws and gave an overview of the changes. He mentioned the ãquotaä system apparently endorsed by the City Councilâs version of the Plan. Tomi Lyn Bowling moved to accept the bylaws as presented. Seconded. Passed.

Mike Rubio moved that we compose a written acknowledgment of John Waters for his work on the bylaws. Seconded. Passed.

New Business

Farmersâ Market:Stuart, executive chef at Marioâs Sterling Restaurant, gave a presentation on his proposal for a farmersâ market in the restaurant parking lot. The market would be held on Saturday mornings. He introduced Ken Arno, who puts together farmersâ markets. The Neighborhood Councilâs approval is needed for the project to go forward.

Q&A:There would be fifteen booths to start, with a maximum of forty. 

They will have some organic food vendors, but it depends on the demand. 

Parking will be available on the street, in the parking lot, and at the lower parking lot of the Ralphs shopping center. 

Coffee and pastries will be available from the restaurant. 

Farmers will be coming from all over the state, and the market could start as early as June 23, if approved by the Fire Dept. and the Health Dept. The restaurant already has the needed permits.

The insurance is being carried by the restaurant.

The market is currently limited to produce and baked goods.

Tomi Lyn Bowling moved to approve the farmersâ market. Seconded. Passed.

Marisolâs/Self-Storage:Trevor Johnson is the owner-operator of a self-storage business being proposed for the property where Marisolâs Nursery is now located. He brought revised plans of the building. The building is now 49 feet off the rear property line. There will now be two retail spaces at the front of the building, and an office for the storage business. There will be nine parking spaces in front, with the remaining spaces at the rear of the property. The building is 100% covered by an alarm system, and there will also be climate control services and basement space. Mr. Johnson is also planning to have a community bulletin board in front of the building, and he is willing to make donations for community purposes. Tomi Lyn Bowling moved that the council write a letter in support of the project. Seconded. Passed.

Brown Act:Jane Fanganiello asked for suggestions for a location to post meeting notices every month. Jim Margolin moved to adopt the print shop at 10034 Commerce Ave. in Tujunga as our posting location. Seconded. Passed.

Meeting Location:The council decided by consensus to continue meeting at the Elks Lodge.

Commerce Print Shop:Jim Margolin reported that Cindy Cleghorn and Mark Seigel, owners of a print shop moving to Commerce, have been told that they canât move into their new building until they get letters of approval from their neighbors. He moved that the council write a letter of support for the business. Seconded. Passed.

Community Concerns/Announcements

Joe Eiben mentioned that volunteers are still needed for a variety of committees on the Neighborhood Council.

Josh Goldstein, from Congressman Adam Schiffâs office, announced that he will be attending Neighborhood Council and Chamber of Commerce meetings. He mentioned that Congressman Schiff voted for the Bush tax cut plan and joined the airport noise caucus. Congressman Schiff is also looking into federal funds for the proposed skate park on Oro Vista.

REPORTS

Sunland-Tujunga Neighborhood Council

Jazz in the Park:Jeannine Carroll reported on the progress of preparations for Jazz in the Park. It is scheduled for July 28 from 4-8 p.m. The same big band from last year will be playing. The team is working on finding a second band. There will be raffle tickets available for $1 each, with door prizes. Marioâs Sterling will be selling BBQ food.

Goodwill:Tracy Powers of Goodwill Industries introduced Mike, a district manager, and Melody, the store manager at the new Goodwill store on Foothill. Kevin Kempers, a land use attorney, gave some background information of the project, including the letter they received from the council, and reported that they are still working on getting through the red tape in order to open the store.

4th of July:Brenda McAlpine reported that we still need help for the 4th of July Parade float. She passed out a signup sheet.

Fireworks:Kathy Anthony reported that this will be the last year for the fireworks unless the Chamber is able to make money. She encouraged everyone to send in donations to the Chamber office or to contribute at local businesses. The fireworks show and celebration costs $15,000.

Parade:Joe Eiben encouraged everyone to attend the Rotary-sponsored 4th of July Parade.

Outreach:Jane Fanganiello reported that we need a committee to handle outreach to the community. It costs 4.5 cents to distribute flyers door-to-door through a distribution company.

SunlandTujunga.org:Brenda McAlpine reported that the site is still set to launch on July 4.

Sunland Park:Roberta Cole reported on the latest park committee meeting. Kevin Regan, the superintendent of Recreation and Parks, told the STRIPE community that they were not in sync with the City processes, and need to work with the City in order to get their proposals put into practice. There will be a meeting in mid-July, set up by Mr. Regan, to inform the community of how the system works. Look for news in the Community Calendar.

Pat Davenport was at the park meeting and reported that she had been hearing misinformation about the park. She mentioned that Prop. K is the mechanism for funding projects at parks all over the city.

Senior Lead Officers:Jay Roberts is the new SLO for Tujunga. His pager number is 818-608-4100, and he handles issues east of Mt. Gleason Avenue. The SLO for Sunland is Joe Castellanos, who can be reached at 818-608-4222.

Safety:Nina Royal reported that she and Joe Eiben attended a Community Policing Advisory Board (CPAB) summit and were satisfied with how our CPAB is interacting with the S-T NC.

Anyone interested in the Community Emergency Response Team (CERT) training class should call Nina at 352-5504.

Nina has been appointed to a Hate Crime Subcommittee. The committee plans to perform billboard outreach, assemble a speakersâ bureau, and reach out to kids in high schools and continuation schools to train them in diversity. More members are needed ö see Nina for more information.

Planning:

Arco:Surveyors are looking at the property.

1-800-Autopsy:The City Council unanimously rejected the business ownerâs appeal. He is planning to sue the City.

Golf Course:Pat Davenport reported that she spoke to the project manager of the golf course today (6/13) and that the project is moving slowly. There are lots of conditions that need to be met. It appears that groundbreaking will occur sometime in Spring 2002, with completion in Spring 2003 or Fall 2003 at the latest. The golf course will be handling some of the ongoing dumping problems in the wash, and will be moving some native species to a preserve on the property.

Skate Park:The grant to acquire the 9 acres on Oro Vista is moving through. Prop. 12 funds are being used for the acquisition of the land and Prop. K funds are being used for the construction of the park.

Councilman Wachsâ retirement:Pat Davenport reported that Joel Wachs will retire from the City Council, effective 10/1/2001. The Chief Legislative Analystâs staff will oversee the office until a new councilman is elected. The current staff can stay through the special election. Pat has heard that an election would likely occur in January 2002, and that there are four or five people who have expressed interest in running for the seat. The election might not occur until redistricting has been completed.

La Tuna Canyon:Steve Crouch reported that a draft of the reworked Scenic Corridor Specific Plan has been assembled to submit to the (Planning and Land Use Management) PLUM committee. On Friday, June 15, there will be a closed meeting between White Bird development and the coalition of neighborhood groups. White Bird will be giving a presentation and Steve will try to invite representatives of the company to attend a Neighborhood Council meeting. The coalition is hoping that the revised Plan will pass the City Council before Wachs leaves office in October.

Cell Towers:Michelle Sahfran reported that the Tujunga Neighborhood Team (TNT) attended a planning hearing on June 8. A continuance was ruled. The issue is getting coverage in the Foothill Leader. Sprint has been ordered to give TNT the details of their cell tower specifications.
